No. Budget is billed by Meta directly to your card, so you keep control of it and see exactly what was spent. The 15% covers strategy, creative, management, and reporting.
The daily minimum is shown with the pricing. Below it an account cannot gather enough conversion data to leave the testing phase, so we would be charging you for a result the budget cannot produce. We will also tell you when more budget will not improve the result.
